Maybe you’re lucky that it will work once, but just forget about anything of this being a permanently fix. This is a bug with Steam, reinstalling Steam or wiping your computer or even buying a new one won’t fix it. The workaround is to verify the integrity of the game file every time this happen, but this needs to be fixed by Valve.

I recently installed another hard drive into my computer. I already had one 1 TB hard drive and after the steam sales I felt the need to expand on my storage to accommodate the new games. I have yet to move anything onto it yet. Everything was fine for the first couple of days, but now I have come across an issue. I have a few games that will not update and I can not install new games either. The games are in the 'Not Queued' tab and when ever I hit the up arrow to put them in the 'Queued' Tab they drop right back down into the previous tab. I have been looking all over the internet and I can't seem to come up with a solution to my problem. I already ran a health test on both hard drives and they are in good health so I know they are fine. I saw a thread saying that there was a file locked but when I go to find the Content log in the steam logs it is not there. There is only the content_log.previous. Other threads say I need to wait and that it will be solved in time, but I believe there has to be a solution. Any help is appreciated.
